DescriptionJob Summary:To organize, direct, manage and control the delivery of Pharmaceutical Care and drug products to the members of KPHP to achieve cost effective, high quality, appropriate care in a manner integrated and consistent with the objectives and strategic plan of Kaiser Permanente.
Essential Responsibilities
Directs the provision of Area Pharmacy Services, in conjunction with the Medical Office and Medical Service Area Administration, by planning, implementing and monitoring short and long term strategic actions consistent with the Programs mission, strategic plan and the Departments strategies and objectives. Creates and nurtures a strong Pharmacy Department corporate culture through effective lateral and vertical communication and leadership. Organizes monitors and manages cost effective Area Pharmacy operations and optimizes revenue generation through the development, administration, reporting and monitoring of operating and revenue budgets in accordance with regional expense and cash generation targets. Develops and administers Area capital equipment budget. Manages area of responsibility within budget authority. Maintains an ongoing process to identify, evaluate and implement cost restructuring activities.
Designs, develops, implements and evaluates departmental programs that contribute to the satisfaction and retention of members. Develops implements and monitors behavior guidelines, practice standards and facility designs that are consistent with member expectations and responsive to market demands. Functions as Program Advisor for all Area new and existing facility design, renovation and remodeling. Monitors member service and initiates appropriate action. Maintains effective Area organizational structures to effectively manage approximately 12 medical office location supervisors and 200 front line staff. Coordinates with Regional Pharmacy Administration for personnel management practices to ensure the recruitment, development and retention of competent and motivated supervisory, professional and technical staff.
Designs and maintains contemporary state of the art institutional and ambulatory Pharmacy Services. Organizes, plans, implements and evaluates cost effective systems, clinical programs, technology and equipment. Maintains a comprehensive technical knowledge of scientific fact and theory regarding drug therapy, drug selection, formulary management and contemporary pharmacy practice.
Maintains accountability for Program assets (cash, pharmaceuticals, equipment, personnel) by establishing, implementing and auditing policies and procedures for inventory management, security, controlled substances and cash control according to sound business and accounting principles. Contributes to the overall effectiveness of the Pharmacy Department and the Northwest Region by coordinating quality pharmacy services with Northwest Permanente Physicians, Permanente Dental Associates, Health Plan and hospital departments and managers, as well as other Program resources. Coordinate and implement Area quality assurance programs that achieve compliance with Regional QA guidelines, administrative and legal requirements and accepted profession practice standards. Coordinates and manages projects of an area, regional, or interregional scope as assigned by senior management. Performs other duties as requested.
ExperienceBasic Qualifications:
Minimum five (5) years of contemporary pharmacy practice; preferably in managed care setting.
Minimum three (3) years of experience with management or comparable leadership experience in a health care setting.
Education
Bachelors degree OR four (4) years of experience in a directly related field.
Graduate of an accredited college of pharmacy.
High School Diploma or General Education Development (GED) required.
License, Certification, Registration
Pharmacist License (in the state where care is provided)
Additional Requirements
Comprehensive knowledge of state and federal pharmacy laws, regulatory requirements and professional practice standards.
Thorough knowledge of contemporary pharmacy practice.
Thorough knowledge of principles of supervision, management, personnel management, contract administration, financial analysis, budgeting, asset management, and auditing techniques and principles.
Demonstrated supervisory skills in a large work group.

Preferred Qualifications
Minimum five (5) years of pharmacy management experience, preferably in a managed care setting.
Previous work experience at Kaiser Permanente.
Postgraduate business or pharmacy management coursework, or equivalent knowledge and experience.
Previous experience with automated pharmacy system management and control.
Previous experience with pharmacy design and construction Thorough knowledge of organizational policies and procedures.
Thorough knowledge of organized labor and labor agreements.
General knowledge of pharmacy practice in a Health Maintenance Organization.
Demonstrated Keyboarding skills.
Mastery of managerial techniques and skills.
