The payment market has many electronic instruments like cards and mobile phones competing with cash for market share. This thesis compares costs, involving two components: (i) the cost of implementing and maintaining an economy where the instrument can be used and, (ii) the losses suffered due to abuse of the payment instrument, for cash and card instruments. A case study on three countries Sweden, United States and India is conducted to survey variations in costs for cash and card instruments in economies that have varying extents of cash in circulation. Findings show that losses suffered due to abuse of cash as a payment instrument are much higher than that of card instruments. The cost of implementing and maintaining a system for electronic payment instruments are less than half of the cost of currency operations. A society with less cash could hence potentially be more resistant to abuse of payment instrument and more cost effcient as compared to a cash based one. However, electronic payment methods do not provide the fnancial privacy and fnancial independence that cash provides. Thus individual rights and liberty are better safeguarded in a cash based economy.

This report explores the humanitarian cash assistance landscape in the Gaza Strip and how it interacts with social protection. It sets out a vision for a social protection architecture that supports coherence, protection, accountability and the building of resilient systems, and achieves complementarity between actors and programmes. The report also provides recommendations on how the implementation of programmes can be improved.

The repatriation cash grant has helped Afghan returnees from Pakistan to meet a number of basic needs upon return. The cash grant is used for transportation costs, to buy food and address important shelter needs, thus contributing to aspects of reintegration. At the same time, poor security of tenure and quality of shelter point to the challenges of ensuring quality of shelter outcomes with the cash grant only, in the notable absence of technical and legal support, including provision of legal assistance, and advice on Housing Land and Property (HLP) rights and property law. Only a small minority of male returnees were found to have used the repatriation cash grant as a springboard for livelihood investments. The lack of jobs was reported by virtually all interviewees as a major challenge, also driving further migration of young males back to Pakistan and elsewhere in search of jobs. Systematic engagement, support and coaching of potential returnees could be provided in the country of asylum to capture existing skills and explore promising livelihoods opportunities in return areas. Providing part of the cash grant as start-up capital (for some) could also be explored as a more effective way to ensure livelihood outcomes.
